Will a blu-ray dvd player work on a tv without the hd converter box?

You just connect the blu-ray player directly to your HDTV. There is no “HD converter box” needed (are you talking about the digital TV tuner? that’s only used by your antenna, not things like a blu-ray player.)

Blu-ray players can play regular DVDs as well, and upscales them just like those upscaling DVD players.
